1. Open Forum – no members of the public were in attendance.
2. Minutes of Last Meeting – approved as read.
3. Matters Arising
3.1. The following outstanding actions were cleared:
11.19/2 – to update the Councillor attendance record on the website and provide information on website visitor numbers
9.19/1 – to provide details of SpID available and their costs
9.19/6 – to prepare an application for funding from Awards For All – Parish Councillors was agreed to close this action uncompleted
3.2. The following actions were carried forward:
7.19/2 – to ask LCC to carry out speed surveys and ascertain whether rumble strips are required
8.19/5 – to liaise with Wyre with regard to provision of doggie bins on the Common
9.19/12 – to maintain bench adjacent to post box on Preston Road
10.19/2 – to liaise with LCC with regard to erection of signposts for Inskip Youth Club
10.19/5 – to liaise with Create Homes with regard to availability of affordable homes
11.19/1 – to scan the North-West in Bloom award certificates so they can be published on the website
4. New Business
4.1. Planning Applications
4.1.1. Wyre referred the following applications to the Parish Council for comment:
19/01182/FUL: proposed agricultural access and track at Lower Slip Inn Farm, Preston Road. Cllr. Carter recused himself as he is the applicant. No issues were raised by Parish Councillors.
19/01272/FUL: erection of detached granny annex at 7, Derby Crescent – no issues were raised.
4.1.2. In addition Wyre Council has consulted on the following:
Residents Parking Permit Scheme: the deadline for comments was ahead of the meeting and the Parish Clerk had collated comments from Parish Councillors via email
Forton Extension Masterplan: no issues were raised.
Blackpool Rd, Poulton-Le-Fylde Masterplan: no issues were raised.
4.1.3. Preston City Council is seeking opinions on the Central Lancashire Local Plan by 14th Feb 2020. No issues were raised by Parish Councillors.
4.2. Correspondence
MA highlighted the following correspondence to Councillors for consideration:

4.2.2. Wyre Council press – local online lottery
4.2.3. LCC Parish and Town Council Conference
4.2.4. Wyre Council – Sheraton Trophy
4.3. Carrs Green – the Parish Clerk reported that an application for funding had been submitted to the Lancashire Environmental Fund and the Fund Manager had requested a site visit.
Action 1.20/1 – MA to arrange site visit for LEF Fund Manager
4.4. Financial Matters – payments approved at the meeting: Clerk salary; PAYE; Lengthsman’s fees.
4.5. Wyre-in-Bloom – Cllr. Lingard reported that he had presented the award to the winner of the Linden Homes Trophy for Best Private Front Garden and that the next Wyre-in-Bloom meeting was scheduled for 1st April.
5. Any Other Business
5.1. Cllr. Delaney noted that another For Sale sign had been erected on the Common relating to Carr House Farm and that the street signs on Manor Road and Nelson Gardens required repair.
Action 1.20/2 – MA to report Manor Road and Nelson Garden street signs to Wyre Council
5.2. Cllr. Houghton noted that the defibrillator cabinet at the Derby Arms was in danger of become obscured by foliage and it was agreed that Councillors would need to prune growth back on next visit.
5.3. Cllr. Lingard reported that he had removed rubbish that had been fly-tipped on the common.
5.4. Cllr. Delaney commented on a proposal by Wyre Council to plant 25,000 trees and asked whether some might be planted on Carrs Green Common. It was noted that planting trees would act to control the water table. The Parish Clerk noted that the LEF funding application included provision for planting 25 trees donated by the Woodland Trust. Cllr. Lingard noted that in the absence of grazing trees were growing of their own accord without the need to actively plant but warned that there might be objections to creating a wood on the Common and the long term management issues might be prohibitive. It was agreed however to engage with Wyre Council to establish whether it might be practical to plant trees on the Common.
