1. Open Forum – no members of the public were in attendance.

2. Minutes of Last Meeting – minutes of the Parish Council meeting held on 17th November 2016 and of a Committee meeting held on 1st December 2016 were approved as read.

3. Matters Arising

3.1. The following outstanding actions were cleared: 10.16/1; 10.16/5; 11.16/1; 11.16/2; 11.16/3; 12.16/1.

3.2. The Parish Clerk gave updates on the following carried forward actions: 5.16/3; 6.16/3; 6.16/7.

4. Planning Applications

4.1. No planning applications related to the Parish were either approved or refused by Wyre Council since the last meeting.

4.2. The following applications were referred to the Parish Council for comments:
16/01088/FUL: Erection of private stable block (four stables) and creation of associated ménage – Birchwood, Preston Road – no comments submitted by the Parish Council;
16/01100/FUL: Two storey and single storey rear extension – Hawthorn Cottage Carrs Green – no comments were submitted.

5. Wyre in Bloom

Cllr. Lingard reported that Inskip had received a Silver award this year and that he planned to post the feedback received on the website along with a call for volunteers to help Inskip step up to Gold for the coming year.
Action 1.17/1 – AL to draft website notice for WiB

6. Correspondence

MA highlighted the following correspondence to Councillors for consideration:

6.1. Letters from Ben Wallace about education provision, superfast broadband provision, and Highways. With respect to superfast broadband provision, Councillors were concerned that available fibre capacity delivered to the locality has already been exhausted, and as a result that there might be insufficient capacity to support the existing demand, let alone the additional demand that will emerge as a result of current and planned future housing developments;
Action 1.17/2 – MA to raise with Ben Wallace MP the concern that superfast broadband capacity might already be exhausted at Inskip

6.2. Open Spaces Society – subscription request. It was agreed to continue to subscribe;
6.3. Letter from LCC advising of plan to resurface the road at Carrs Green in March 2017;
6.4. LCC Foster Care campaign. It was agreed to display posters on the Parish Noticeboards;
6.5. British Geological Survey – presentation at Boys Brigade, 28th February 3-8pm. It was agreed to circulate to interested parties.

7. Any Other Business

7.1. Cllr. Lingard proposed that the Parish Council should maintain a record to ensure that the defibrillators were checked regularly. The Parish Clerk suggesting keeping a note under AOB.

7.2. Cllr. James reported that a Christmas Tree left out on the due day had not been collected by Wyre Council and that when a member of the public raised this with Wyre Council they were dissatisfied by the response
Action 1.17/3 – MA to follow up complaint from member of the public to Wyre Council about non-collection of Christmas Tree

7.3. Cllr. James also raised complaints from members of the public at parking on the pavement in the vicinity of the Create Homes development.
Action 1.17.4 – MA to write to Create Homes to complain yet again about the parking and also to contact Wyre Council to ensure that housing developments that they approve do not result in such inconvenience to residents

8. Financial Matters

8.1. The Parish Council confirmed that the Parish Precept for 2017 should remain unchanged at £10,000.

8.2. Payments approved at the meeting: Clerk Salary; PAYE; Clerks Expenses; Lengthsman; YIPS Room Rental 2016/17, and Open Spaces Society subscription.
