  1. Open Forum
  • A member of the public attended to comment on fracking and hoped that the Parish Council would lodge their opposition to fracking to the Government. Cllr Danby replied that he had written to the Borough Council and LCC and had a meeting with both.  He explained the meaning of pre-determination and this was that the council should remain neutral on whether it is right or wrong that the moratorium has been lifted. This is so that any application that may come in can be considered in an unbiased way and avoids “pre-determination”, which can leave decisions open to legal challenge. Wyre Borough Councillors have stated to ND that they were totally against fracking. ND suggested that Parish Council pass a motion to Wyre Council, copies to MP and Wyre Councillors. ND sent the wording of the letter requesting the interpretation of  the meaning of “consent” to members for their agreement.  Clerk to send to Cllr Salter, copies to Mr Ben Wallace, Cllr Cartridge, Cllr Catterall.  The following wording was agreed:

 This council notes that the 2019 moratorium on fracking has been lifted by the Government. This is in spite of a manifesto pledge that the Government would not support fracking “unless the science shows categorically that it can be done safely.”

This council is concerned that any decision about fracking should be made by local politicians representing their communities and not by Government Ministers.

This council calls upon the Government to clarify exactly what local support and consent for fracking means and how it is to be measured.

 

 

  • PCSO Denise Creighton and PC Rachel Sanderson – Community Beat Manager attended the meeting. They had nothing to report.  MD mentioned that a cold caller had been spotted harassing householders, the police hadn’t picked it up from the online report. A reminder to ring 101 or 999 if feeling threatened.

 

  • Mr and Mrs Dearnaley attended and reported that he had made a complaint to LCC Councillors regarding footpaths and had not had a response. He wanted confirmation that the blocked footpaths that he reported to council some months ago had been cleared but was unable to check this out as there was now a lock on the farm gate leading to the footpaths.  Clerk to write to LCC again to ascertain progress of the unblocking of the footpaths.  AL to investigate the farm gate, establish ownership and report back to council

  1. Matters Arising

 

The Parish Clerk reported that all Actions had been cleared with the following exceptions:

 

  • Deer signage – agreed by LCC, not yet completed
  • Woods Lane resurfacing– agreed by LCC, not yet completed
  • Track to Carr House Farm reinstated to original plan – agreed by M. Porter, not yet completed

 

 

 

 

 

  1. Highways

A road sign is missing on Preston Road at the end of Pinfold Lane, indicated Preston, Great Eccleston, St Michaels. Clerk to report to LCC.

 

  1. Planning

 

The following planning applications have been lodged in the parish:

 

Carr Cottage – Carrs Green, solar panels on the rear of a listed building

Hodgkinsons Farm – stoning up a track leading to the farm

Carr House Farm – ( Preston Council) planning permission for change of use from agricultural building to a private dwelling – see below

Preston City Council/Carr House Farm

Carr House Farm have requested permission for a further dwelling, making three in all. The passing places on the application are inaccurate as the places have not been created and as the land belongs to the Parish Council, permission would not be given to make these passing places. PJ advised the current Planning Officer of the fact that the waste collection was an outstanding issue raised in the approved application for two dwellings (currently under construction) and collection of waste would not be possible unless the bins were left at the roadside on the day of collection. Given the length of the track it was possible that bins be left there permanently. Also that the track had been illegally enlarged at the mouth of track and even though the owner had agreed to reinstate the track to its original size, he had not done it yet after many requests from Council to do so.

 

Parish Council objections are:

  • The creation of passing places on land owned by council
  • Given the length and condition of the track, the leaving of collection bins permanently at the end of the track and likelihood of spillage which would be the responsibility of the landowners (Parish Council),
  • The unwillingness to reinstate the size of the mouth of the track as promised.  Clerk to write to Preston Council Planning to outline objections

 

 

  1. Carrs Green

 

  • Will Scott has completed his work clearing out the Tank Trap and cutting down overgrown bushes and trees on the bank. PC to request invoice and make final claim.
  • A budget should be in place for future cutting.
  • A letter has been sent to the headmistress of St Peters School suggesting they take advantage of the knowledge Mr Malcom Evans has regarding Carrs Green wildlife to arrange school trips, no reply has been received.
  • An article has been sent to INFOCUS to be published in November regarding the Green Stroll. This has also been added to the website.
  • CB stated that there is a blockage in the tank trap and can the Environment Agency shed any light on who to contact to remedy. The blockage is at the end of the tank trap and is not moving under the bridge to the other side of the road. PC to write to Environment Agency

 

 

 

  1. Financial Matters

 

The bank have lodged a complaint made by SG for the poor performance of changing the bank details necessary when the ex-clerk retired and have made a compensation payment of £200.  Details are now correct. SG has completed a VAT reclaim for missing claim from 2021 and also an up to date claim for 2022. LEF have made a payment for the latest claim. Payments approved at the meeting

  1. Wyre in Bloom
  • AL attended Britain in Bloom award ceremony. Inskip with Sowerby has won Gold Award 2022 in Village Category. PC to display in noticeboard.
  • AL to attend next WIB meeting in November.

 

 

  1. Defibrillators

 

  • Cllr Berry has made a thorough check of the status of all five defibrillators and reported the outcome to the meeting. The recall has been completed and the units are back in situ. Two spare pads have been ordered through WEL Medical for the new units at Sowerby Hall and Poplar Farm.   Three spare pads will be ordered at the end of the year for the three original units, YIPS/Derby Arms/Baptist Church. The housing of the original defibs have been checked for condensation, cleaned and resealed.
  • Letters of thanks have been sent to Messrs Hargreaves and Scott for housing the defibrillators.

 

  1. Any other business.
    • An official opening of Carrs Green Green Stroll was discussed, perhaps a sponsored walk, possibly even a barbecue including YIPs, School, Church, Bowling Club, new residents. PJ suggested that the opening should be in the Spring. It was decided that this item be adjourned until next Spring.
    • A newsletter was suggested for December to include a piece about fracking, dog fouling, CPR training, Carrs Green opening.

 

  • A resident has requested taking some of the cut wood from Carrs Green for firewood. CB will reply to give a one off permission.

 

  • PJ requested we contact Create Homes again regarding an issue first highlighted last year regarding a bench that had been lost during the building work. Clerk to write to Create Homes and re-open this issue.
