  1. Matters Arising

 

  • The Parish Clerk reported that all Actions had been cleared with the following exceptions:

 

  • Deer signage – agreed by LCC, not yet completed
  • Woods Lane resurfacing, agreed by LCC, not yet completed
  • Track to Carr House Farm to be reinstated to original plan, agreed by M Porter, not yet completed.

It was decided that council write a formal letter to Mr Porter outlining our decision to reinstate the track ourselves if he has not completed the work within 28 days and pass on the cost to him.

  • Road sign on Preston Road opposite Pinfold lane to be replaced, agreed by LCC, not yet completed
  • Unblocking of footpaths, agreed to investigate by LCC.
  • Bench to be provided by Create Home, letter sent 20th Oct and followed up on 4th Nov, after 4 rejected emails from employees now not with the business a contact has been found who has agreed to look into the matter and report back asap.
  • Opposition to planning application sent to Preston Planning re application for Carr House Farm, now posted on Planning site.

 

 

  1. Highways
  • Woods Lane was flooded for at least one day in early November. It was decided that we meet up with Graeme Kellett as soon as possible to discuss the non-flow of water in the tank trap any day, early afternoon. Following which Messrs Knowles and Thompson will be invited to the meeting.

 

  • The co-ordination of road closures around Inskip have not been successful for entering and leaving Inskip, making Salwick the only exit. The signage is not correct.  Clerk to contact highways to bring to their attention.

 

  • Clerk to write to WBC stating we are aware of local parishes having received monies from recent housing expansions and our parishioners have requested to know why Inskip has not had this benefit, as for instance Woodplumpton, Bilsborrow, Catforth.

 

 

 

5.Planning

 

  • The following applications were approved by Wyre Council:

  • The following applications were received by Wyre council:

 

  • Green Nook Farm, Carrs Green, replacement/relocation of Septic Tank, council has no objection
  • Chesham House Farm, Crossmoor, erection of agricultural livestock building, council has no objection
  • White House Farm, listed building consent for erection of a rear extension to existing dwelling, council has no objection
  • White House Farm, re application for erection of dwellings, council has no objection
  • 9 North Drive, conversion of garage for ancillary accommodation, council has no objection

 

 

 

 

 

 

6.Carrs Green

 

  • The Environment Agency have been contacted for advice for the non-flow of water in the tank trap. Mr Graeme Kellett happy to meet up to discuss.
  • Will Scott has completed his work clearing the banks of the tank trap
  • The head teacher of St Peters School has reported back to Cllr James , expressing interest in our suggestion to use Carrs Green as a nature walk and will contact the clerk in the near future.

 

 

 

 

 

7.Financial Matters

 

The bank balance currently stands at £17564 not including the LEF Grant (due 18th Nov)

 

The LEF Grant is now complete

 

Vat reclaims are up to date

 

Rental on Baptist Hall was paid up to May 2023.

 

Precept claim to be made to WBC before January, council decided to claim as last year + 5% increase in line with government recommendations but anticipate a reduction in amount of income per household.

  • Cllr Lingard attended the WIB meeting on 16th

 

 

 

 

  1. Any Other Business

 

  • Defibrillator check: All checked and OK, spare electrode pads ordered and delivered and passed to CB,
  • The clerk asked whether the members were happy to sign the LALC pledge for Code of Conduct for the members, it was agreed up to May 2023
  • Congestion and bad attitude during parking outside the school was reported by the Chairman. The head teacher has been informed and is fully aware although powerless to get parents to reform after having has raised the issue on many occasions. Clerk to inform our PCSO and request that she attend at pickup/drop off times.
  • Cllr James has received complaints that building workers were leaving litter when using their private cars during lunch breaks. Clerk to write to Concert Homes Company to report.
  • Cllr Delaney mentioned bus stops. An elderly resident was not allowed to alight the bus at the bus stop on Mill Lane.  Clerk to write to Blackpool Transport.
