- Open Forum
1.1 A resident suggested that the tree on the corner of Wheatfields Road needs to have its canopy lifted as it is difficult to walk under. The tree belongs to lcc, clerk to report.
1.2 Clerk to ask Road Safety Officer to investigate the speeding of heavy vehicles early in the morning as it is disturbing the residents on Preston Road/Scholars Chase.

- Footpaths Report
3.1 The footpath on the south side of the common has been flailed of vegetation by contractors.
3.2 Both stiles on footpath FP37 on land leading from Bibby’s Wood to Pad End Nook are in need of attention. Research required to find who is the landowner/responsible person.
3.3 LCC sent the following report on footpath 11:
After a recent inspection the stile is no longer in use as BT have put a pole in the way and the hedge is also an issue. However the field gate is now accessible with no lock and opens. This in essence is a better solution we are happy with allowing access. I have put new waymarkers on the gate post also.
Brian Dearnaley also confirmed that he had visited the site and can confirm that the gate is unlocked opens and everythings seems OK for now.
4. Wyre in Bloom
4.1 Judging took place on 9th July and Inbloom representative, Jen Howson reported the following:
There was lots of advice about composting (building a large compost, perhaps from pallets) next to the existing compost bins.
They were very complimentary about the planting in the beds for all year round interest, the nature garden/fruit plants at the YIPS and the areas left un-mowed.
They were very interested in the tree planting day and loved the wild area around the trees.
They talked about working with the Parish Council in relation to community gardening. They were definitely impressed by the diversity on Carrs Green.
Parish Council thanked Jennifer for attending the judging and all the InBloom Team for their hard work.
5.Neighbourhood Plan
5.1 Parish Council have received the latest update on the Local Government Reorganisation (LGR) plans announced by the Secretary of State. Subject to Parliamentary approval, the 15 existing Lancashire councils (County Councils, district councils and unitary councils) will be abolished and replaced by four new unitary councils as shown above, to come into effect on 1st April, 2028.
5.2 In light of the new information received, parish council now know that Inskip and Sowerby will come under the new Fylde Coast Council, along with neighbours Fylde and Blackpool Councils
5.3 A parish council decision cannot be reached regarding whether to go forward with the Neighbourhood Plan until all members are present, consequently put on hold until this is possible.
6.Matters arising from last meeting
6.1 The road safety officer LCC has been on annual leave for 2/3 weeks so the site inspection for SPids has been delayed somewhat. A meeting can now be set up with him to take the plan forward. Clerk to arrange.
6.2 The parish noticeboards have been refurbished and are back in use.
7. Highways
7.1 The damaged bridge on Woods Lane is in the process of repair. Clerk to address LCC and Matthew Salter regarding the concrete slabs not being included in the work and whether road reflectors could be applied at this stage on the side of the bridge. Also the clearing of the culvert.
7.2 Two road closures have been advised by Highways in the coming weeks:
27th-28th July, Pinfold Lane from junction with Preston Road to Blue Moor farm
7th September – Sowerby Road to junction with Rapley Lane.
7.3 Clerk to request from Matthew Salter road re-painting and pavement re-surfacing.
7.41 Cllr James to provide a photograph of Mares Tail growing on St Peters Drive, clerk to report LCC.
7.5 Fly posting on the Cheshire Railings by Blackpool Oval and Circuit RC Club, Cropper Road, Blackpool have been erected opposite Derby Arms and on Pinfold Lane. Clerk to write to them asking them to remove it within 7 days or it will be removed by ourselves.
7.6 Clerk to again ask Kevin Morris about refurbishing benches.
8. Planning
8.1 Application Number: 26/00136/FULMAJ Proposal: Proposed extension and alterations to existing building for commercial manufacturing use (B2) and associated storage (B8) (part retrospective) Location: Hoofcount Site Off Lewth Lane Catforth Preston PR4 0TE – council had no objection.
9. Carrs Green
9.1 The grass on the boardwalk requires strimming. Clerk to arrange.
10. Defib check
10.1 All ok, circuit updated.
11. AOB
11.1 Clerk reported that she received a phone call one evening recently from a resident on Wheatfield Road complaining about anti-social behavior from youths on bicycles being a nuisance in and around their gardens. They suspected the youths lived on Hamlet Close. He requested that parish council intervened. Clerk advised him to call the police as pc were unable to attend and full addresses were unavailable for contact with parents.
