  1. Open Forum

1.1 A member of the public mentioned the roadside weeds, Cllr James (in place of Cllr Carter who will be on holiday) will discuss with the lengthsman.   Also, the gully outside the church is blocking up again, it has been reported on LoveCleanStreets.

  1. Footpaths Report

3.1 Footpath 11 still not repaired.  Footpath 18 in need of clearing, Clerk to ask Will Scott.

  1. Wyre in Bloom

4.1 Council have been informed that judging for this year’s Wyre In Bloom competition be held in the village on Thursday 9th July, 1.30pm. Cllr Danby confirmed he will attend together with a representative of the InBloom team. 

      5. Neighbourhood Plan

5.1 A meeting was held on 29th May with representatives of Wyre Planning department to add clarification of the timings of the ongoing re-organisation of local authorities and what impact that would have on the decision whether or not to go forward with the Neighbourhood Plan. Planning department was unable to add any further information.  However, new information was given to members regarding the possible development in the field opposite the Derby Arms where, if granted, a sports field/village green could be located and restricted building of houses around it in accordance with the need to avoid gas pipelines in the field.

5.2 Councillors discussed the merits of going forward or not with the Neighbourhood Plan and whether this is the best time to develop it. The three significant issues being:

    1. What information will emerge from the current traffic survey that is taking place and if that could influence a decision on the numbers of houses to be built.

2.With who Wyre amalgamate could influence a local plan. If it proves to be Blackpool and Fylde that could influence future location decisions.

    1. That before a Neighbourhood Plan could be accepted by the local authority it must go through a village referendum with 50% (of those who vote) in favour of the plan. The results of the recent survey cast great doubt on whether this could be achieved. Failure to obtain this approval could make the whole process worthless and a waste of tax payers money.

5.3 More information regarding the Re-organisation of Local Councils will be available before the end of July and given that, it was decided to not make any decisions until this is known. 

  1. Matters arising from last meeting

6.1 Clerk reported that the Road Safety Officer for LCC was unable to attend a meeting with pc regarding SPiDs and requested that information be submitted for the location of proposed units so that a desktop survey could be completed. Clerk asked for verification of the intended sites. Council agreed on the following locations to be put forward to the Road Safety Officer – four locations to accommodation two units, moved about from locations.

Dead damn bridge – Mill Lane (west direction)

Preston Road (opposite Baptist Chapel) (east direction),

Preston Road (end of Wheatfields Drive x 2)  (east and west directions)

6.2 The Noticeboard on Preston Road opposite the entrance to Manor Road has been temporarily removed for renovation.

6.3 Cllr Simmonds has reported the leylandai cut and fallen into the dyke is being removed by the resident of that property.
