The meeting opened by the Chair welcoming the new member of parish council, Mr Neil Simmonds
Open Forum
1.1 A resident brought up the subject of dog mess again, a suggestion was made to buy signs and dispensers for the grass verges. Council agreed, clerk to investigate suitable products
1.2 Clerk asked whether SPIds could be installed. Clerk to enquire with LCC if the type available through ElanCity are acceptable.
1.3 The Inskip Toad Patrol have been involved with patrols on Woods Lane and Preston Road. So far 20 people have been recruited who have rescued 173 toads, 35 deceased when not patrolled. Mrs Faria asked that next year, parish council get involved to help for signs, hi-vis vests, awareness and publicity. Cllr James volunteered to take a look at the culvert to see if it was blocked and therefore further preventing toads from crossing.

- Footpaths Report
3.1 FP11 still not repaired. Cllr Simmonds asked that the stiles on FP38 be looked at as there are three in poor condition.
3.2 Cllr Faria asked that the footpaths maps be promoted again now that Spring has arrived
- Wyre in Bloom
4.1 An application has been received to enrol in Wyre in Bloom again this year, council agreed.
- Neighbourhood Plan
5.1 A quotation from ONH has been received to conduct our Planning Consultation. Council require three quotations for large projects and, to date, the other three companies approached have not returned calls or provided any information. The timeframe for commencement of the consultation is April therefore it was decided to wait another few days before making any firm commitments.
- Matters arising from last meeting
6.1 An election took place on 12th March 2026 to elect a new Councillor to the pc – the successful candidate was Mr Neil Simmonds whom pc welcomed. He was asked to sign and complete a Disclosure of Interests document and an Acceptance of Office document and return them to parish clerk.
6.2 Environment department at Wyre Council have been asked to:
- Provide dog fouling notices
- Investigate plastics recycling at Higham Side Road
Both these requests have at present been unanswered as it appears the appropriate member of staff is currently out of office.
- Highways
7.1 An accident took place recently on Woods Lane involving a motorist and the bridge. Clerk to check it has been reported to LCC and request that white lines be painted on the roadside.
7.2 The gullies outside Laytus Hall and Bramblemoore, Crossmoor need clearing out. Clerk to report.
7.3 The footpath on Preston Road (near St Peters Drive) has a problem with a huge puddle forming

7.4 Clerk to contact Cllr Salter for an update of the footpath inspection that he and Cllr James made recently.
- Planning
8.1 No new applications
- Carrs Green
9.1 Mr Dearnaley enquired about a management plan for Carrs Green, council explained that the plan was somewhat out of date since the completion of the work. Council discussed electronic farming/conservation grazing and would investigate further.
- Defib check
10.1 Cllr Simmonds was brought up to date with the current arrangement for defib checking and agreed to look into possibilities where the spare (ex-Derby) defib could be housed.
10.2 All OK – The Circuit updated

11.1 Lengthsmen – council agreed that the village looked better when Andrew Maxfield was lengthsman and agreed that he be taken back on and to inform the current team that they are no longer needed. Mr Maxfield to show proof of public liability insurance.

12.1 Members discussed and completed a survey concerning section 106 funding requested by Wyre council.
