  1. Open Forum 

1.1 A representative from Wyre council Waste Minimisation Department attended to talk about the new system of household food waste collections due to begin in April.

  1. Minutes of the last meeting – held Thursday 15th January, 2025.

  1. Footpaths Report

3.1 Footpath 11 is still in need of repairing. Clerk to write to highways, copy to Matthew Salter, informing that action will be taken if not repaired.

  1. Wyre in Bloom

4.1 The In Bloom team reported that they are planning to erect a small dead hedge in front of the fruit trees and needed some stakes to build the frame work of the hedge. They asked if there were any plan for cutting back on Carrs Green. Council informed that no plans at the moment. 

  1. Neighbourhood Plan

5.1 158 completed surveys have been collected and analysed. The following step will be to approach a Planning Company for quotations to compile a presentation to put to Wyre. Clerk to report to Wyre that a survey has been completed. Results can be viewed online at-Survey results – Inskip with Sowerby Parish Council

5.2 INFOCUS have been asked to print a short item in the next edition in response to the surveys received requesting a specific group or club be formed. Any likeminded person responding has been asked to contact the clerk who will put them in touch with the correct person. 

  1. Matters arising from last meeting

6.1 Parish Council have been informed by Wyre Council that following a request from at least 10 members of the electorate in the parish, an election is to be held on Thursday 12th March to elect a new councillor to the parish.  The nominees are Mr Neil Simmonds and Mr Simon Morgan. The election will be held at the YIPs centre. 

  1. Highways

7.1 Following a comment (via survey) from a resident, clerk has requested that Wyre Council erect a “Mill Lane” road sign at the south end of the road. It became apparent on analysing the surveys that some residents were unaware of the existence of Mill Lane.

7.2 Clerk to write to Matthew Salter asking if he has made any progress on the repair of Pinfold Lane.

7.3 Clerk to write to Highways to ask to replace carriageway reflective markers on Carrs Green, copy Matthew Salter. 

  1. Planning 

8.1 Wyre council have received the following planning applications:

Application Number: 26/00049/FUL Proposal: Proposed change of use of an existing agricultural building to a live-work unit. Location: Pinfold Permaculture Farm, Moss Lane, Inskip With Sowerby.  Preston

Application Number: 26/00105/FUL Proposal: Proposed single storey rear extension, garage roof replaced with pitched roof, Pitched roof extension, window replacement, removal of existing conservatory, removal and replacement of patio doors, dropped curb extension, extended parking area. Location: 15 Manor Road Inskip With Sowerby Preston Lancashire PR4 0UP

9.1 A member of the public voiced his concerns about the passing places built on the track on the common.

11.1 Cllr James reported that small signs have appeared regarding dog fouling since when the situation has got worse.  Notices to be posted on Facebook and website asking residents to name and shame. Clerk to ask John Bettle, Wyre Council for official signs to erect.

11.2 Clerk to contact Wyre Environmental asking for him to investigate MV Recycling, Higham Side with a view to controlling waste and addressing the eyesore.

12.1 The following cheques were presented for signature:

Chq no 1529 – Open Spaces

Chq no 1530 – S Gilbert – wages.

Chq no 1531 – Avast (re-imb SG) driver updater

12.2  A bank reconciliation has been completed and the current account now stands at £4132.

13.4 Pavement re-surfacing.
