1.Open Forum
1.1 A resident stated that he is increasingly worried about the state of the roads around Inskip and suggested that a joint front with neighbouring parishes might lend support to requests to LCC. Council agreed that we should approach other parishes to make a joint request – Clerk to write Elswick, Great Eccleston and Catforth. Cllr Salter (LCC) advised that the best tool for getting roads fixed was to repeatedly report faults via Love Clean Streets from as many residents as possible.

3. Footpaths Report
3.1 FP11 (Walker House to Higham Side) requires a replacement stile/kissing gate as the existing stile is broken at Higham Side end. Clerk to write to LCC informing them that the landowner is not interested in taking responsibility and the issue has been outstanding for at least five years.
3.2 The walking route map is now complete and ready for print – quotation received for printing is £300 for 300. A quotation for further quantities will be requested.

5. Neighbourhood Plan
5.1 The first public meeting of the Neighbourhood Plan was held on 2nd October at YIPs and was well attended by about 50 people. Fiona Riley and Lucy Embery from Wyre Council Planning explained the Wyre Local Plan and the benefits of having a Neighbourhood Plan in light of the fact that a minimum of 150 more houses are earmarked to be built in the village. The meeting heard many questions and voices of opposition to the lack of infrastructure in the village and complaints were raised about the type of houses being built in the area, available school places, lack of drainage and flooding, facilities and amenities in general, road conditions, water pressure, building extensions on working farmland and public transport accessibility to name but a few. Volunteers were asked to join a working party to assist with the formation of a Neighbourhood Plan and the party now consists of thirteen volunteers. Following a planned meeting on 13th November Councillors will agree a process going forward, the next step will be to meet with the working party (date to be arranged later in the year) and work to record public opinion of preferred location of house building and recreation spaces.

7. Highways
7.1 Thanks was given to Cllr Salter for arranging the cleaning of the gullies recently carried out.
7.2 The pumping station issue at Derby Crescent was raised with Cllr Salter, who agreed to look into the matter again. The problem has again been raised with the Wyre Flood Forum who say the problem lies with UU Preston and would again ask for an update.
7.3 Cllr Salter raised the question of the state of the pavements. It was decided to meet with him to arrange a “walk around” the village to inspect. Mr Dearnaley also will arrange to meet with Cllr Salter to do a “walk around” of the footpaths.
7.4 Road signage to be replaced: Preston Road at Woods Lane junction, Preston Road a Hornby Lane junction, North Drive all need needs replacing. Clerk to report to Wyre.
7.5 The conifer tree at 15 Manor Road needs to be cut back – clerk to request LCC to attend.
7.6 Cllr Faria raised the problem of weeds in the kerbside gutters and asked whether they could be dealt with by either LCC or the lengthsmen. Clerk to make enquiries with Wyre and LCC and report results. It is noted that some spraying has taken place in the village recently and enquiries are ongoing to find out who is doing this.
8. Planning
8.1 The following planning applications have been received by Wyre Council:
25/00700/FUL – Pad End Barn, Pinfold Lane, Inskip with Sowerby, Lancashire, PR4 0UA. Erection of domestic outbuilding.
9. Carrs Green
9.1 An agreement with the owner of Carr House Farm has been completed with a Grant of Right of Easement for him to provide two passing places on the track leading to the new houses.
10. Defib check
10.1 All OK, clerk to report on Circuit.
11. AOB
11.1 Parish Council have been made aware of a letter of complaint regarding speeding HGVs sent to DPS by a local resident and await the response.
12. Parish Admin
12.1 Clerk advised that she would be preparing the budget for 2026/27 in November and asked that Councillors consider any items she should be aware of and to consider the amount of precept required and forecast spending requirements.
