  1. Footpaths Report

3.1 Mr Dearnaley reported that fp 28 now has a stile, presumably erected by the landowner.

3.2 The first of the “round Inskip walks” has now been written up and is ready for test walks to be carried out. Cllr Danby volunteered to do one of these walks.

 

  1. Wyre in Bloom

4.1 Cllr James reported that there appears to be a hedge planted against the railings on the corner of Pinfold Lane.  Cllr Readyhough stated that whoever planted it was not a part of the WIB team’s work but would try to find out who is responsible.

4.2 There is a bush growing between Pinfold and Wheatfield which requires the lengthsmen to cut it back.

 

  1. Neighbourhood Plan

5.1 A letter was distributed to the Councillors which will be hand delivered to all properties in Inskip with Sowerby on the weekend of 20/21st September outlining the Neighbourhood Plan and inviting residents to a public meeting on 2nd October.

 

  1. Matters arising from last meeting

6.1 Traffic calming subject instigated from a Catforth resident, nothing has transpired from original message.

 

  1. Highways

7.1 Cllr James mentioned again the state of the village footpaths and requested clerk ask again for a decision from LCC.

7.2 The matter of the road gullies outside Pointer House Farm has again been reported to Cllr Salter as nothing has been done. Clerk to raise the matter again with LCC.

 

  1. Planning

8.1 Wyre Council have received the following planning application:

Application Number: 25/00736/FUL

Proposal: Proposed erection of single storey rear extension (retrospective)

Location: 20 Derby Crescent Inskip with Sowerby Preston Lancashire PR4 0TQ

Previous application decisions: 12 Nelson Gardens – approved. Green Nook Farm – refused.

 

8.2 Irish Sea Transmission Project is bringing windpower into the Fylde and it appears (so far as the information is currently available) that this will come through Inskip. The project is in its early stages and full information is not yet available. Cllr James has attended a recent meeting but was not fully informed, reporting that the information given was vague. Cllr Danby requested clerk to write to Cllr Salter asking that we be kept up to date with all briefings as they becomes available and agreed to contact Cllr Gordon Smith – (Treales and Roseacre)- who is working to set up a LALC Fylde Area Committee Energy Working Party to gain full information of this project.

11.1 The Knowles Trust Trustees (5 in total) are selected by the following process:

3 Trustees are nominated by the Parish Council. The current Trustees that were nominated by PC are Cllr Phil James, Martin Delaney and Alan Lingard.  At the Parish Council meeting today (18th September 2025) Cllr Sam Readyhough was invited to take over from Martin Delaney and Cllr James and Alan Lingard were re-elected. Cllr Readyhough accepted the role. Each have a four year tenure until December 2029.

2 Trustees are co-opted by the PC nominated Trustees. These Trustees are John Cookson and Cllr Geoff Carter, each have a five year tenure until November 2027
