- Open Forum
1.1 Constable Pete Atkinson attended on behalf of Lancashire Constabulary, he had nothing of concern to report although the subject of e-bikes was discussed. It was explained by council that the decision has been made not to contribute to this initiative.
1.2 A member of the public raised the issue of speeding on Preston Road and parking outside private houses on Scholars Chase. Pete Johnson explained that the “perfect storm” of school events and tractors this month made the situation worse than normal although he had spoken to the Headteacher who agreed to remind all parents of nuisance parking. It was decided that clerk write to LCC asking for 30mph signs between school and Derby Arms.
1.3 Youth Council: some progress has been made with the formation of the Youth council. Cllr Peter Cartridge is arranging a meeting with Wyre Youth leaders and is looking into the prospect of a grant from Baines Trust for play equipment. A meeting is arranged for Tuesday 22nd July with Youth Council and Wyre Council.

- Footpaths Report
3.1 Brian Dearnaley and Cllr Danby attended meeting of the Lancashire Access Forum for footpaths. He raised the point that the lack of contractors was a reason for non-completion of work to which he didn’t receive a satisfactory answer. He reported the following footpaths have issues making them inaccessible:
FP 28 has a new fence making it more difficult to access.
FP 41 – Higham Side Road has been planted with crop and the footpath is not accessible.
FP18 – Carrs Green – the footpath is virtually unwalkable. Clerk to ask Will Scott to clear
FP11 – Higham Side Road – impassable. Cllr James to discuss with landowner
Himalayan Balsam is growing on Carrs Green path. Clerk to ask Will Scott to clear boardwalks.
3.2 Mr Dearnaley asked for volunteers to walk the local footpaths using the draft footpath map that he and Cllr Berry were compiling to test for compliance. Cllrs Danby, Readyhough and James all agreed.
- Wyre in Bloom
4.1 Wyre in Bloom grant of £600 has been received.
- Neighbourhood Plan
5.1 A housing need figure has been requested of Wyre Council, awaiting reply.
5.2 Cllrs Berry and Faria have prepared an action plan which should be agreed pc and in place by 15th August, 2025. Council sent thanks to Cllrs Berry and Faria for this work. Clerk to arrange meeting on Monday 4th August, 7pm YIPS with Councillors to progress the plan.
- Matters arising from last meeting
6.1 B5269 Woodplumpton: Following discussions at the last meeting regarding the closure of Whittle Hill, clerk has requested from LCC details of the decision not to re-open the road. Reply received, no clear/useful information contained. Parish council now at a standstill with this issue.
6.2 Mike Ainsworth’s plaque: It was decided that this should be placed on the bridge on Carrs Green, Clerk to order.
6.3 LCC have responded to the request to cut back the hedges at White House Farm, Preston Road. Following inspection, they do not consider the hedges pose a safety risk to road users at this time and therefore will not be taking action.
- Highways
7.1 Cllr James raised the fact that the pavements in the village are a disgrace. Clerk to write to LCC.
7.2 Clerk to write to Wyre asking for a schedule of TPO in Inskip.
7.3 Clerk to write to Laytus Hall, asking for hedge to be controlled.
- Planning
8.1 New applications: 3 x telephone poles around various areas. No objections
8.2 Cllr Danby informed the meeting that Cuadrilla have applied for a 2 year extension to their site at Preston New Road. This would take them to 30/06/27. The application has been lodged with Lancashire County Council and they have put the matter out for consultation before a decision is reached. The consultation ends 07/08/25.Cuadrilla are supposed to have decommissioned and restored the site by 07/06/2025 but have failed to do so and have effectively abandoned the site. Details can be found on the LCC planning site.

- Carrs Green
9.1 Reminder that the next meeting (August 21st) will be on Carrs Green, near the tractor.
- Defib check
10.1 Replacement pads have been ordered and fitted to Defib at YIPs. Circuit updated.
10.2 Defib check, all OK.
- AOB
11.1 Following last year’s application to LCC Champion Grant which missed the deadline for response, a re-application has been made for reimbursement of costs of water butts and planters.
11.2 A freedom of information request has been made of LCC asking for information of distribution of S106 funds from house building in Inskip over the last 5 years. Awaiting reply.
