1.1 The newly formed Youth Council attended to share with Council their wishes to improve facilities for young people in Inskip, in particular the play area in and around the YIPs Centre. The Group consisted of Inskip resident children who have met and taken surveys from youth club attendees on what facilities they would most like to see be included in the play area, in particular a cyclone swing and a ping pong table but in general to improve facilities for older children in the park. The group was welcomed by Councillors who congratulated them on this initiative and it was decided that the Youth council would have a monthly meetings and report on their progress.
It was further decided that when the Clerk receives their first communication, to write to Wyre Council to inform them of this initiative and to enquire if any funds and assistance were available to them.
1.2 Tom Hastey has requested that Whittle Hill junction be discussed.
Following on from his visit 15 months ago, he wished to re-emphasise the fact that the junction on B5269 since the closure of Whittle Hill was extremely dangerous and that the residents of Inskip, Elswick, Great Eccleston (i.e. west of the area) travelling to Broughton were most at risk of meeting an articulated lorry – turning left into Woodplumpton Village on a blind bend – head on. He provided photographic evidence of the likely danger. It was decided that Clerk write to LCC under the Freedom of Information Act to request information on the decision to not re-open Whittle Hill.

- Footpaths Report
In view of the time taken to repair the footpath 10 on Higham Side Road, Mr Dearnaley reported that he was to attend a meeting at Lancashire Access Forum at County Hall when he would raise the question of the lack of contractors to complete jobs. Cllr Danby said he also wished to attend.
- Wyre in Bloom
4.1 A water tank has been purchased for the lengthsmen to use for watering flower beds.
4.2 Judging took place on 17th June, Cllr Danby attended with Suzie Dixon a representative of Inskip In Bloom. Clerk to write with a vote of thanks to Wyre for the efforts in presenting the village in time for judging. Also to thank the First Catforth Beaver Scouts for their wonderful efforts in planting in the trough opposite Eccles House. A special thanks to our lengthsmen who prepared the grass verges and watered the beds.
4.3 Claire Nash has met with Roger Brocklebank from Wyre who agreed a plan for future management of the YIPs area, the community garden and the nature garden adjacent to the Bowling Green.
- Neighbourhood Plan
5.1 Council have written to Wyre confirming that in the future they wish to have a say of land designated for any future development.
5.2 Council agreed to make a plan to arrange a Community Event, hopefully in September, to gather views on the Neighbourhood Plan and also a Residents Committee to help process it. To be discussed at the next meeting in July. In the meantime, Clerk to write to Wyre Council to obtain a housing need figure.
- Matters arising from last meeting
6.1 Council agreed to purchase a plaque commemorating Mike Ainsworth and the work he did managing the development of the common. Possible locations included the bridge on Carrs Green, the kissing gate and the tractor. Cllr Berry to take measurements and inform Clerk of the most suitable.
6.2 Following conversations with Wyre Public Realm department, the grass cutting at YIPs shows a marked sign of improvement.
- Highways
7.1 A member of the public has made a complaint to LCC Highways regarding the standard of repair to footpaths following the erection of new lampposts. Clerk to check this has been repaired.
7.2 Cllr Salter (LCC) has confirmed (by email) he is having the gullies on Preston Road near the Derby Arms re-investigated.
7.3 Cllr Carter has received a complaint that hedges at White House Farm are overgrown and damaging cars as they pass at section opposite Old Hall and Baptist Chapel. Clerk to write to Highways.
7.4 Cllr Salter (LCC) has confirmed (by email) that the white line painting of Preston Road has been scheduled but no date has been fixed

Proposal: Proposed agricultural building for the housing of livestock (calves) following demolition of timber poultry barns
Location: Hodgkinson Farm Preston Road Inskip-with-Sowerby Preston
Previous applications: Lower House Farm, Solar Farm has been approved.
Permaculture, Moss Lane – application has been withdrawn

9.1 The information sign will be re-erected in the near future.

10.1 Batteries have been purchased and replaced at YIPs and Crossmoor.

11.1 John Bettle from Wyre Environment wishes to convey to all that his team have been successful in catching the fly tipper who left waste on Rapley Lane, Inskip. The offender was fined.
