  1. Open Forum

1.1 Conservative Candidate for LCC Mr Paul Fairhurst attended to re-introduce himself. 

1.2 Cllr Matthew Salter (LCC) reported that the gullies on Woods Lane have been reported and are being investigated by LCC. He added that there is a positive trend for action on gullies in general, reinstating gully cleaning on all roads.

Regarding flooding, a team have visited Woods Lane to investigate a flap valve and are consulting with the Environment Agency.

Regarding Catforth Traffic Calming, Mr Salter reported that LCC have not been involved with the consultation and therefore he has no first-hand knowledge of the current situation.

1.3 A resident commented that communication from PC is not up to expectations and thought that a Newsletter would be more helpful for residents to keep up to date with current affairs in the village and asked for more regular Newsletters be circulated. Cllr Berry suggested that a time frame of every six months would be aimed for and that pc have been lacking recently in preparing a Newsletter although this was mainly due to the fact that in the near future a Neighbourhood Plan would be created and a Newsletter would be required for resident participation, therefore a Winter/Spring edition has been delayed to incorporate this.

1.4 Claire Nash reported that she has contacted the volunteer litter pickers who are willing to continue the tasks on an ad-hoc basis and also the school who will organise the children to clean up the area around the school, as and when they are able.

1.5 Mrs. Livesey, Inskip bowling club representative, attended and reported on the work they are undertaking on the seating at the club and also that she was also trying to get the school involved in creating interest in bowling for younger people. Mrs. Livesey requested that council provided new car parking signs as those in place are in poor repair. Council asked that she obtains estimates/local work opportunities for the signs to be made.  Cllr Salter suggested applying for Champion Grant funds for the cost of replacing the signs although this would not be available until the end of May.  Mrs. Livesey also asked whether floodlights could be erected for use in the summer until 10pm at night to elongate the use and value of the bowling green, and agreed to obtain estimates of costs. The cost of the floodlights could be raised by the Bowling Club. PC Clerk to help with obtaining approval/objection from neighbours before planning permission is requested.

1.6 A representative of YIPs commented that the tennis nets were not being used and asked whether it would be better if the nets were to be permanently left out, but rolled up.  It was decided to include in the next Newsletter but not leave out in case of accident/vandalism.

1.7 A resident reported that there is cannabis smoking taking place at the corner of Pinfold Lane, clerk to report to PCSO

  1. Footpaths Report

3.1 Mr Brian Dearnaley reported that he had met with Cllr Berry to create a booklet for footpath walks.  Cllr Berry outlined their proposals for creating the booklet and suggested that these footpaths be walked before the booklet was completed so that an overview of all the outstanding problems and issues could be highlighted and reported to the appropriate body.  Mrs. Livesey asked that mention be made in the booklet that dog dirt should not be left in fields that have livestock in them as it can kill animals, and run the risk of the dog being shot by the farmer.

3.2 Clerk to follow up LCC’s progress on the timing of the proposed repair to footpath 10 .

  1. Wyre in Bloom

4.1 Community Garden – The In Bloom Team arranged a Tree Planting Day behind YIPs on 9th March, which was well attended by approximately 40 residents, who were rewarded with cake and coffee. Children helped plant dwarf fruit trees and a pathway has been cleared between YIPs and the Bowling Club to create an area with herbs and edible plants. A make-shift fence was made by the children to protect the trees until they are more established. Council expressed thanks to Claire Nash and her team and added what a great success it was.  Water butts are in place, although the Champion Grant was not accepted due to expiration of current funds.  The In Bloom Team will submit an editorial for INFOCUS. 

  1. Neighbourhood Plan

5.1 An application has been made to Planning, Wyre Council for permission to create a Neighbourhood Plan in order that residents have more say in the shaping of the village. 

  1. Matters arising from last meeting

6.1 The request from Sgt Elliot concerning a donation towards electric bikes was again discussed   A letter of dissatisfaction has been received from a resident concerning the donation which council agreed had very valid points. PC to write to Sgt Jones setting out our concerns and asking why the purchase cannot be made out of PCC funds. 

  1. Highways

7.1 Cllr Salter asked whether the repair on Preston Road, Crossmoor was satisfactory and it was agreed that it would be monitored and report back to him if it should show signs on sinking again.

7.2 White line painting, warning signs painting – Cllr Salter to get update. 

  1. Planning

8.1 Wyre Council, no further decisions have been made on applications submitted. No new applications.

8.2 Preston Council, planning permission has been granted for the 4th house on Carr House Farm. 

  1. Carrs Green

9.1 An invertebrate recording field day study has been requested by Tanyptera Project at World Museum in Liverpool to access to Carrs Green, date to be notified. Council agreed 

  1. Defib check

10.1 Cllr Berry demonstrated to Councillors the method of checking the defibrillators on a monthly basis and will instruct clerk how to record the results.

10.2 Defib check carried out, battery replaced in one. Re-siting of the Defib removed from the Derby Arms yet to be relocated.  All working correctly.
