  1. Open Forum

1.1 A resident asked whether there had been any feedback from Woodplumpton Parish Council regarding speed calming, consultation period still ongoing. Cllr Salter offered to ask LCC Highways if there was any update. (See also 6.6.3 below) The resident also asked Cllr Salter if an update on safety at Newsham Hall Lane, Woodplumpton could be available.

 

1.2 Cllr Salter explained that there will be an expected council tax rise of 5% although new financial pressures on County Council will result in there being very little money available.  LCC are keen not to become a unitary authority during the latest negotiations for a combined authority. Cllr James asked whether a time scale could be put on the outcome of a proposed combined authority decision to which Cllr Salter replied that it could not.

 

1.3 Cllr Salter asked whether or not pc had any updates on unresolved issues in the parish concerning road and flooding.  He asked whether someone could attend the upcoming flood forum meeting in his absence otherwise he would submit a written question to flooding issues.  Cllr Faria said that the Crossmoor Road was still not up a desired standard.

 

1.4 A resident reported that the road repair outside the houses on Preston Road, Carrs Green has again deteriorated and holding water.  Cllr Salter replied that to his knowledge the gullies in this area have been cleared out recently.  Cllr James suggested that damage had occurred during the Energetics work in October and asked Cllr Salter to request LCC to investigate.  Cllr Salter requested photographs and agreed to report to LCC

 

1.5 The Conservation County Council candidate for Wyre Rural Central Mr Paul Fairhurst attended to introduce himself.

  1. Footpaths Report

3.1 A letter was sent to Toad Hall Farm regarding the debris on the footpath on the land, no reply has been received.

 

3.2 LCC have confirmed that the broken bridge in Bibby’s Wood will be repaired but as this is the handrail and not the base, it will not be classed as urgent.

 

3.3 Mr Brian Dearnaley reported that he had not inspected fps 10 and 28 this month.  He is attending a meeting of footpath inspectors next month and expected LCC to be present so could raise the issue of non-maintenance again.

 

3.4 Regarding a footpath map, he reported that a circular route could not be completed as the footpaths concerned were not accessible due to disrepair.  Cllrs Berry and Faria to meet with Mr Dearnaley when available to complete a footpath map. 

 

  1. Wyre in Bloom

4.1 Clerk enquired whether Parish Council wished to enter the North West in Bloom competition again this year as entry forms are required this month and confirmed that the Inskip in Bloom volunteer team were agreeable to continuing. The RHS have introduced a theme for this year which is “Plants and People”, promoting mental health, enhancing biodiversity and fostering community cohesion. Council have forwarded a Schools entry form to Inskip St Peters School in case they are interested in entering.

Council agreed to enter again this year.

4.2 The Community Garden team have fixed a date for the tree planting weekend on 8th/9th March next and plan to advertise it for residents to join in. Fruit trees have been ordered and are awaiting delivery.

4.3 The In Bloom team have requested 3 x water butts be provided by pc at a cost of approx. £50 each

Council agreed but asked whether enquiries could be made via Local Champion before purchase.

4.4 The In Bloom team have requested permission to erect a fence around the newly planted trees.

Council had no objection.

4.5 Entries are open for the Lancashire Best Kept Village competition and council were asked if they wish to participate.  Council agreed to look at the criteria and consider if appropriate.

 

  1. Neighbourhood Plan

5.1 A meeting at Wyre Centre was attended by Councillors Faria, Readyhough and James on 21st January with representatives from Wyre Council to gain information about creating a Neighbourhood Plan. Council unanimously agreed to adopt the plan going forward, this decision also supported by Cllrs Cartridge and Salter. The plan is to include the whole area including Crossmoor and Sowerby.

Clerk to make the application to Wyre Council.

 

  1. Matters arising from last meeting

6.1 The request from Sgt Elliot Jones concerning a donation for electric bikes was again discussed as Sgt Jones was unable to attend the meeting.  Council discussed whether or not this would be useful for Inskip to which Cllr Danby commented on this being a more homogenous approach. Council agreed to wait until Sgt Jones can attend a parish council meeting before making their decision.

6.2 Letters have been sent to two residents whose hedges required trimming.   A positive response was received from one of these residents.   Letters have been sent to two residents whose bins were left out permanently.  Clerk is unaware of the outcome.

6.3 Following a letter sent by parish council to Catforth Parish Council, they have posted (on Facebook) that they are aware of Inskip residents not welcoming speed bumps on Catforth Road and have requested any objections should be made individually directly to Woodplumpton Parish Council, details on their webpage  Traffic Calming | Woodplumpton Parish Council | Parish Council Lancashire .  Proposals are for 16 speed cushions, 2 chicanes and a speed limit of 20/30. (See also  1.1.1 above)

6.4 A request for quotations for replacement planters, council agreed wooden planters would be most suitable. Clerk to order 2.

6.5 Following a complaint regarding litter on Higham Side Road, the litter picking team said that they do what they can but do not arrange anything officially. Cllr Cartridge offered to enquire whether hi-vis, litter bags and pickers could be provided by Wyre.   Claire Nash offered to see if a litter picking team can be formed.

 

  1. Highways

7.1 Confirmation has been received from LCC Highways that the grass verges torn up during the recent cable laying by Energetics will be made good in the coming months, but could not provide a timeline.

7.2 Council again highlighted the issue of the white lines needing repainting, Cllr Salter offered to follow up. 

 

  1. Planning

8.1 An application has been received by Wyre council as follows:

Proposal: Listed Building consent for the erection of 3. dwellings following the

demolition of existing agricultural buildings, and the erection of a

stables, and a rear extension and alteration to dwelling.

Proposal: Prior approval for proposed change of use of 9 agricultural building to 10

dwelling houses (C3) with building operations under Class Q of the GPDO

Council had no objection

8.3 Preston City council have not yet granted planning permission for the final house on Carrs House  Farm although the garage size has been reduced in the most recent plans.

8.4 The appeal against demolition to a building on Pinfold Lane has not yet been resolved.

  1. Defib check

10.1 The unit at the Derby Arms has been removed as it is not in service, a replacement battery has been ordered and when in working order will be relocated.

10.2 The pads on the unit at Sowerby Hall Farm have been replaced.

10.3 Cllr Berry suggested that all Councillors should be in a position to check and understand defibs in her absence and would draw up a rota.

10.4 Electric supply to the unit at the Baptist Church is not connected.  Clerk to contact church officials.

11.1 Fly tipping has taken place on the lane at the end of School Lane.   A resident has reported it to Wyre Council.  Anyone having any useful information about it should also report it.
