1. Open Forum – no members of the public were in attendance.

2. Minutes of Last Meeting – approved as read.

3. Matters Arising

3.1. The following outstanding actions were cleared:
7.18/6 – track across Common in direction of Carr House Farm
Action 1.19/1 – MA to liaise with Solicitor with regard to estimates to re-instate of track to former width
8.18/1 – to obtain quote for barriers to protect pedestrians crossing the footbridge across Tank Trap
10.18/1 – to identify whether sand extraction at Cinder Lane would be allowed within LCC draft plan
11.18/2 – to arrange for spare set of keys to be cut for Noticeboards
11.18/3 – to liaise with Commoner to prevent access via new track established on Common
11.18/4 – to obtain useful contact at Wyre Countryside Team
11.18/5 – to liaise with Fylde Bird Club and ARGSL
11.18/7 – to confirm Parish Precept
11.18/8 – to write to resident with regard to state of hedge
11.18/9 – to report reflective bollards on Woods Lane to LCC Highways

3.2. The following actions were carried forward:
7.18/12 – repair to Parish Noticeboard adjacent to Manor Road
11.18/1 – issues related to LCC Highways
11.18/6 – location of paths and picnic tables

4. New Business

4.1. Planning Applications – the following applications were approved by Wyre Council:
18/00928/FUL: single storey rear extension at Knowle Pad Farm Cottage, off Pinfold Lane
18/01049/FUL: Single storey rear and side extension and pitched roof to existing attached garage (resubmission of app: 17/00879/FUL) at Cornfields, Preston Road
17/00711/DIS: Discharge of condition 04 (remediation) on application 17/00711/COUQ at Chesham Hill Farm

4.2. Correspondence – MA highlighted the following correspondence to Councillors for consideration:

4.2.1. Open Spaces Society – request for donation
4.2.2. LCC Budget Consultation
4.2.3. Public Sector Bodies (websites and mobile applications) (No.2) Accessibility Regulations 2018
Action 1.19/2 – MA to seek advice from website supplier as regards to compliance with the new regulations
4.2.4. Freeola – domain renewal (due June 2021)
4.2.5. Lancashire Best Kept Village Competition – Parish Councillors agreed to enter the North-West in Bloom competition in preference to the Lancashire Best Kept Village
4.2.6. Treales, Roseacre and Wharles PC re: road runners
4.2.7. From member of public with regard to setting up some French classes
4.2.8. LCC Fostering Campaign
4.2.9. Glasdon brochure

4.3. Carrs Green

4.3.1. The Parish Clerk presented a Masterplan for development of the Common for consideration by Parish Councillors. Cllrs. Lingard and Berry were particularly concerned at the proposal to establish a parking spot opposite the houses adjacent to Carrs Green. It was suggested however that the proposed parking spot merely replaced and improved casual parking places that already existed. Cllr. James questioned the number of ponds proposed and their scale. It was agreed that a sensible early implementation project might be to reinstate Public Footpath No. 15. Subject to amendments discussed and agreed the Masterplan was approved.
Action 1.19/3 – MA to update and baseline Carrs Green Development Masterplan

4.3.2. It was agreed that the first step would be to consult with Commoners. Parish Councillors agreed to invite Commoners to a meeting to present the Masterplan.
Action 1.19/4 – MA to arrange a meeting and invite Commoners to the meeting to discuss the Parish Council Masterplan for development of the Common

4.3.3. It was agreed that it would be worthwhile to engage with Myerscough College as student involvement might prove mutually beneficial.
Action 1.19/5 – MA to seek further engagement with Myerscough College with regard to Carrs Green development

4.4. Financial Matters – Payments approved at the meeting: Clerk salary; PAYE; Lengthsman’s fees; and Clerk’s expenses.

4.5. Wyre-in-Bloom – Cllr. Lingard displayed the most recent North-West in Bloom certificates and said that he hoped to arrange for their display in the YIPS Centre. With regard to Wyre-in-Bloom 2019 he reported that an initial meeting had been held and budgets proposed.

5. Any Other Business

5.1. Councillors reported that the owner of Carr House Farm or his agents had again parked a vehicle on the Common advertising a forthcoming property auction, and asked that the Parish Clerk write to the property owner. Whilst he does have a right of way across the Common the right of way does not allow him to park on the Common, which the Parish Council considers to constitute trespass.
Action 1.19/6 – MA to write to owner of Carr House Farm requiring him to remove vehicle parked on Common

5.2. Cllr. Delaney asked that a letter of thanks be sent to the householder who had provided a power supply for the Christmas Crib on Mill Lane.
Action 1.19/7 – MA to send letter of thanks to householder providing power supply to Christmas Crib

5.3. The Parish Clerk reported that he had prepared a spring 2019 edition of the Parish Newsletter and once the Secretary of State has announced his decision with regard to the Fracking Inquiry he would issue an updated version for Parish Council approval.
Action 1.19/8 – MA to update draft Parish Newsletter once the Fracking decision is announced
